Punjab Vidhan Sabha Clears Three Bills / ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਵੱਲੋਂ ਤਿੰਨ ਬਿੱਲਾਂ ਨੂੰ ਮਨਜ਼ੂਰੀ
- The Punjab Vidhan Sabha passed the Punjab Abadi Deh (Record of Rights) Amendment Bill, 2025, the Indian Stamp (Punjab Second Amendment) Bill, 2025, and the Punjab Land Revenue (Amendment) Bill, 2025.
- The amendment to the Indian Stamp Act, 1899 rationalises stamp duty related to the deposit of title deeds and equitable mortgages by removing duplication of levy for the same loan transaction.
- The Punjab Abadi Deh Bill reduces timelines for objections and appeals, which will speed up the implementation of the “Mera Ghar Mere Naam” scheme, ensuring timely ownership rights to residents of Abadi Deh areas.
- Amendments to the Punjab Land Revenue Act, 1887 aim to expedite disposal of cases before revenue authorities, prevent unnecessary summoning of non-litigants, and accord legal sanctity to digital records and digital signatures.
- The Bills were passed during a one-day special session convened to pass a resolution against the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) Act (VB–G RAM G).
- ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਨੇ ਪੰਜਾਬ ਅਬਾਦੀ ਦੇਹ (ਰਿਕਾਰਡ ਆਫ਼ ਰਾਈਟਸ) ਸੋਧ ਬਿੱਲ, 2025, ਭਾਰਤੀ ਸਟੈਂਪ (ਪੰਜਾਬ ਦੂਜੀ ਸੋਧ) ਬਿੱਲ, 2025, ਅਤੇ ਪੰਜਾਬ ਲੈਂਡ ਰੈਵੇਨਿਊ (ਸੋਧ) ਬਿੱਲ, 2025 ਨੂੰ ਪਾਸ ਕਰ ਦਿੱਤਾ ਹੈ।
- ਇੰਡੀਅਨ ਸਟੈਂਪ ਐਕਟ, 1899 ਵਿੱਚ ਸੋਧ ਉਸੇ ਕਰਜ਼ੇ ਦੇ ਲੈਣ-ਦੇਣ ਲਈ ਲੇਵੀ ਦੇ ਡੁਪਲੀਕੇਸ਼ਨ ਨੂੰ ਹਟਾ ਕੇ ਟਾਈਟਲ ਡੀਡਜ਼ ਅਤੇ ਬਰਾਬਰੀ ਮੌਰਗੇਜ ਦੀ ਜਮ੍ਹਾ ਨਾਲ ਸਬੰਧਤ ਸਟੈਂਪ ਡਿਊਟੀ ਨੂੰ ਤਰਕਸੰਗਤ ਬਣਾਉਂਦਾ ਹੈ।
- ਪੰਜਾਬ ਅਬਾਦੀ ਦੇਹ ਬਿੱਲ ਇਤਰਾਜ਼ਾਂ ਅਤੇ ਅਪੀਲਾਂ ਲਈ ਸਮਾਂ ਸੀਮਾ ਘਟਾਉਂਦਾ ਹੈ, ਜੋ "ਮੇਰਾ ਘਰ ਮੇਰੇ ਨਾਮ" ਸਕੀਮ ਨੂੰ ਲਾਗੂ ਕਰਨ ਵਿੱਚ ਤੇਜ਼ੀ ਲਿਆਉਂਦਾ ਹੈ, ਅਬਾਦੀ ਦੇਹ ਖੇਤਰਾਂ ਦੇ ਵਸਨੀਕਾਂ ਨੂੰ ਸਮੇਂ ਸਿਰ ਮਾਲਕੀ ਦੇ ਅਧਿਕਾਰਾਂ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਂਦਾ ਹੈ।
- ਪੰਜਾਬ ਲੈਂਡ ਰੈਵੇਨਿਊ ਐਕਟ, 1887 ਵਿੱਚ ਸੋਧਾਂ ਦਾ ਉਦੇਸ਼ ਮਾਲ ਅਧਿਕਾਰੀਆਂ ਦੇ ਸਾਹਮਣੇ ਕੇਸਾਂ ਦੇ ਨਿਪਟਾਰੇ ਵਿੱਚ ਤੇਜ਼ੀ ਲਿਆਉਣਾ, ਗੈਰ-ਮੁਕੱਦਮੇਬਾਜ਼ਾਂ ਨੂੰ ਬੇਲੋੜੀ ਤਲਬ ਕਰਨ ਤੋਂ ਰੋਕਣਾ, ਅਤੇ ਡਿਜੀਟਲ ਰਿਕਾਰਡਾਂ ਅਤੇ ਡਿਜੀਟਲ ਦਸਤਖਤਾਂ ਨੂੰ ਕਾਨੂੰਨੀ ਪਵਿੱਤਰਤਾ ਪ੍ਰਦਾਨ ਕਰਨਾ ਹੈ।
- ਵਿਕਸ਼ਿਤ ਭਾਰਤ-ਰੋਜ਼ਗਾਰ ਅਤੇ ਅਜੀਵਿਕਾ ਮਿਸ਼ਨ (ਗ੍ਰਾਮੀਣ) ਐਕਟ (VB–G RAM G) ਲਈ ਗਾਰੰਟੀ ਦੇ ਵਿਰੁੱਧ ਮਤਾ ਪਾਸ ਕਰਨ ਲਈ ਬੁਲਾਏ ਗਏ ਇੱਕ ਦਿਨ ਦੇ ਵਿਸ਼ੇਸ਼ ਸੈਸ਼ਨ ਦੌਰਾਨ ਬਿੱਲ ਪਾਸ ਕੀਤੇ ਗਏ ਸਨ।
