•  The VB-G RaM G Bill is a proposed legislation to replace MGNREGA, 2005, guaranteeing 125 days of wage employment per rural household while aligning public works with long-term rural infrastructure, livelihoods, and climate resilience under the Viksit Bharat @2047 vision.

Need for the VB-G RaM G Bill

• Changed rural socio-economic context: Rural poverty has declined from 25.7% in 2011–12 to around 4.9% in 2023–24, creating the need to move from distress relief towards productivity-linked employment.
• Asset quality concerns under MGNREGA: Issues related to the durability and long-term utility of assets created under MGNREGA have highlighted the need for a more outcome-oriented framework.
• ਕੇਂਦਰ ਸਰਕਾਰ ਵਿਕਸਤ ਭਾਰਤ-ਰੋਜ਼ਗਾਰ ਅਤੇ ਅਜੀਵਿਕਾ ਮਿਸ਼ਨ (ਗ੍ਰਾਮੀਣ) ਬਿੱਲ, 2025 ਲਈ ਗਰੰਟੀ ਪੇਸ਼ ਕਰਨ ਦੀ ਯੋਜਨਾ ਬਣਾ ਰਹੀ ਹੈ, ਜੋ ਕਿ 20 ਸਾਲ ਪੁਰਾਣੇ ਮਨਰੇਗਾ ਢਾਂਚੇ ਨੂੰ ਬਦਲਣ ਦਾ ਪ੍ਰਸਤਾਵ ਰੱਖਦਾ ਹੈ।
• VB-G RAM G ਬਿੱਲ ਮਨਰੇਗਾ, 2005 ਨੂੰ ਬਦਲਣ ਲਈ ਇੱਕ ਪ੍ਰਸਤਾਵਿਤ ਕਾਨੂੰਨ ਹੈ, ਜੋ ਕਿ ਪ੍ਰਤੀ ਪੇਂਡੂ ਘਰ 125 ਦਿਨਾਂ ਦੀ ਮਜ਼ਦੂਰੀ ਰੁਜ਼ਗਾਰ ਦੀ ਗਰੰਟੀ ਦਿੰਦਾ ਹੈ ਜਦੋਂ ਕਿ ਵਿਕਾਸ ਭਾਰਤ @2047 ਵਿਜ਼ਨ ਦੇ ਤਹਿਤ ਜਨਤਕ ਕੰਮਾਂ ਨੂੰ ਲੰਬੇ ਸਮੇਂ ਦੇ ਪੇਂਡੂ ਬੁਨਿਆਦੀ ਢਾਂਚੇ, ਰੋਜ਼ੀ-ਰੋਟੀ ਅਤੇ ਜਲਵਾਯੂ ਲਚਕੀਲੇਪਣ ਨਾਲ ਜੋੜਦਾ ਹੈ।

VB-G RaM G ਬਿੱਲ ਦੀ ਲੋੜ

• ਬਦਲਿਆ ਪੇਂਡੂ ਸਮਾਜਿਕ-ਆਰਥਿਕ ਸੰਦਰਭ: ਪੇਂਡੂ ਗਰੀਬੀ 2011-12 ਵਿੱਚ 25.7% ਤੋਂ ਘਟ ਕੇ 2023-24 ਵਿੱਚ ਲਗਭਗ 4.9% ਹੋ ਗਈ ਹੈ, ਜਿਸ ਨਾਲ ਸੰਕਟ ਰਾਹਤ ਤੋਂ ਉਤਪਾਦਕਤਾ-ਸੰਬੰਧਿਤ ਰੁਜ਼ਗਾਰ ਵੱਲ ਵਧਣ ਦੀ ਜ਼ਰੂਰਤ ਪੈਦਾ ਹੋਈ ਹੈ।
• ਮਨਰੇਗਾ ਅਧੀਨ ਸੰਪਤੀ ਗੁਣਵੱਤਾ ਸੰਬੰਧੀ ਚਿੰਤਾਵਾਂ: ਮਨਰੇਗਾ ਅਧੀਨ ਬਣਾਈਆਂ ਗਈਆਂ ਸੰਪਤੀਆਂ ਦੀ ਟਿਕਾਊਤਾ ਅਤੇ ਲੰਬੇ ਸਮੇਂ ਦੀ ਉਪਯੋਗਤਾ ਨਾਲ ਸਬੰਧਤ ਮੁੱਦਿਆਂ ਨੇ ਇੱਕ ਹੋਰ ਨਤੀਜਾ-ਅਧਾਰਿਤ ਢਾਂਚੇ ਦੀ ਜ਼ਰੂਰਤ ਨੂੰ ਉਜਾਗਰ ਕੀਤਾ ਹੈ।
