The Viksit Bharat ShikshaAdhishthan Bill, 2025, which was introduced in the LokSabha, has been referred to the Joint Committee of Parliament (JPC) for further scrutiny.
To address these structural challenges and align with the National Education Policy (NEP) 2020 vision, the government has introduced the Viksit Bharat ShikshaAdhishthan (VBSA) Bill, 2025.
Coverage: Central & State universities, colleges/HEIs, institutions of national importance & eminence, technical and teacher education.
Exemptions: Medicine, Dentistry, Nursing, Law, Pharmacology, Veterinary Sciences; Council of Architecture keeps standards role only.
Reforms: Merges UGC, AICTE, NCTE into one regulator; separates funding from regulation (UGC loses grant role; Ministry of Education handles funding).
Globalisation: Standards for foreign universities, Indian offshore campuses, curb commercialisation.
Accreditation: Outcome-based focus on learning results.
