Viksit Bharat Shiksha Adhishthan Bill referred to JPC / ਵਿਕਾਸ ਭਾਰਤ ਸਿੱਖਿਆ ਅਧਿਸ਼ਠਾਨ ਬਿੱਲ JPC ਨੂੰ ਭੇਜਿਆ ਗਿਆ
- The Viksit Bharat Shiksha Adhishthan Bill, 2025, which was introduced in the Lok Sabha, has been referred to the Joint Committee of Parliament (JPC) for further scrutiny.
- To address these structural challenges and align with the National Education Policy (NEP) 2020 vision, the government has introduced the Viksit Bharat Shiksha Adhishthan (VBSA) Bill, 2025.
- Coverage: Central & State universities, colleges/HEIs, institutions of national importance & eminence, technical and teacher education.
- Exemptions: Medicine, Dentistry, Nursing, Law, Pharmacology, Veterinary Sciences; Council of Architecture keeps standards role only.
- Reforms: Merges UGC, AICTE, NCTE into one regulator; separates funding from regulation (UGC loses grant role; Ministry of Education handles funding).
- Globalisation: Standards for foreign universities, Indian offshore campuses, curb commercialisation.
- Accreditation: Outcome-based focus on learning results.
- ਵਿਕਾਸ ਭਾਰਤ ਸਿੱਖਿਆ ਅਧਿਸ਼ਠਾਨ ਬਿੱਲ, 2025, ਜੋ ਕਿ ਲੋਕ ਸਭਾ ਵਿੱਚ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ ਸੀ, ਨੂੰ ਹੋਰ ਜਾਂਚ ਲਈ ਸੰਸਦ ਦੀ ਸਾਂਝੀ ਕਮੇਟੀ (JPC) ਨੂੰ ਭੇਜਿਆ ਗਿਆ ਹੈ।
- ਇਹਨਾਂ ਢਾਂਚਾਗਤ ਚੁਣੌਤੀਆਂ ਨੂੰ ਹੱਲ ਕਰਨ ਅਤੇ ਰਾਸ਼ਟਰੀ ਸਿੱਖਿਆ ਨੀਤੀ (NEP) 2020 ਦੇ ਵਿਜ਼ਨ ਨਾਲ ਮੇਲ ਕਰਨ ਲਈ, ਸਰਕਾਰ ਨੇ ਵਿਕਾਸ ਭਾਰਤ ਸਿੱਖਿਆ ਅਧਿਸ਼ਠਾਨ (VBSA) ਬਿੱਲ, 2025 ਪੇਸ਼ ਕੀਤਾ ਹੈ।
- ਕਵਰੇਜ: ਕੇਂਦਰੀ ਅਤੇ ਰਾਜ ਯੂਨੀਵਰਸਿਟੀਆਂ, ਕਾਲਜ/HEI, ਰਾਸ਼ਟਰੀ ਮਹੱਤਵ ਅਤੇ ਉੱਘੇ ਸੰਸਥਾਨ, ਤਕਨੀਕੀ ਅਤੇ ਅਧਿਆਪਕ ਸਿੱਖਿਆ।
- ਛੋਟਾਂ: ਦਵਾਈ, ਦੰਦਸਾਜ਼ੀ, ਨਰਸਿੰਗ, ਕਾਨੂੰਨ, ਫਾਰਮਾਕੋਲੋਜੀ, ਵੈਟਰਨਰੀ ਸਾਇੰਸ; ਆਰਕੀਟੈਕਚਰ ਕੌਂਸਲ ਸਿਰਫ ਮਿਆਰਾਂ ਦੀ ਭੂਮਿਕਾ ਰੱਖਦੀ ਹੈ।
- ਸੁਧਾਰ: UGC, AICTE, NCTE ਨੂੰ ਇੱਕ ਰੈਗੂਲੇਟਰ ਵਿੱਚ ਮਿਲਾਉਂਦਾ ਹੈ; ਫੰਡਿੰਗ ਨੂੰ ਨਿਯਮਨ ਤੋਂ ਵੱਖ ਕਰਦਾ ਹੈ (UGC ਗ੍ਰਾਂਟ ਦੀ ਭੂਮਿਕਾ ਗੁਆ ਦਿੰਦਾ ਹੈ; ਸਿੱਖਿਆ ਮੰਤਰਾਲਾ ਫੰਡਿੰਗ ਨੂੰ ਸੰਭਾਲਦਾ ਹੈ)।
- ਵਿਸ਼ਵੀਕਰਨ: ਵਿਦੇਸ਼ੀ ਯੂਨੀਵਰਸਿਟੀਆਂ, ਭਾਰਤੀ ਆਫਸ਼ੋਰ ਕੈਂਪਸਾਂ ਲਈ ਮਿਆਰ, ਵਪਾਰੀਕਰਨ ਨੂੰ ਰੋਕਦੇ ਹਨ।
- ਮਾਨਤਾ: ਸਿੱਖਣ ਦੇ ਨਤੀਜਿਆਂ 'ਤੇ ਨਤੀਜਾ-ਅਧਾਰਤ ਧਿਆਨ।
